NO, the cause of the Vietnam war was the need to support France above and beyond any need to support Ho Chi mene , even after he came to the USA for help..
One more case of what seemed to be a good idea having dreadful consequences..
The boat fiasco was only about make troop deployment seem legal, not any policy involved.
