It was called the Trump Administration because it was his administration, not his and Pence's. The Obama administration was his...not the "Obama-Biden" Administration. There has never been a time in history that the President and the Vice President's names were held equally in the title of their administrations. It is very unusual (and suspicious) for a President to place his Vice President equally with him on White House communiqués.
