Thats the problem some b****ts didnt have the right info some didnt have signature on the envelope.They counted them anyway and some places were seen filling out the b****ts. They also kept counting long after the time limit.The rules they changed at the last minute were illegal by the states rules in other words they just said hey we're going to do it this way but did not go through their own state legislator to pass a ruling to do it there fore it was illegal
