Not very, there is no required stipulation to report cases of brutality, or deaths let alone by shooting unarmed people.
It's time for the FBI or DOJ to start requiring the reporting of police incidents so accurate statistical work can be done. Problem police departments will stick out like a sore thumb when this starts.

The FBI and the DOJ are our worst enemies. ThenFBI has information that could blast the Deep State if they weren’t in bed with them.
