Trump doesn’t have to be exonerated from anything. It’s the House of Representatives that has to bring evidence of wrongdoing to the senate so he can be prosecuted for wh**ever crimes were committed.
Comey started that lie about trump not being exonerated. A prosecutor’s job is to bring forth enough evidence to get past a reasonable doubt for conviction. If prosecution cannot or will not do that, there won’t be a conviction. Nowhere does the law mention anything about not having enough evidence to bring forth a conviction but enough evidence to not allow an exoneration!!! You either convict or acquit!!!
