First of all what does it matter? He has only a month left anyway. Secondly existing policy Prohibited such a release, and finally if Trump does so out of spite Barr could turn on him as he faces his legal troubles once out of office. Once Trump is out of power expect loads of White House insiders to turn on him like rabid Jackals.

Actually, he could be fired any time with no further reasons. He is under the Executive Branch, and appointed by president Trump and could fire him right away.
