I don't have any idea if Trump will use this to trap Biden, but he COULD if he wanted to! Biden is already under investigation for his Chinese dealings, this could be added to that investigation. Trump is still looking at all possibilities, but may prefer for the court cases to play out 1st, one way or the other, before going any further!

The point I was making is that once Biden accepts the funds and the information given out, he IS liable under this EO!
