H.R. 8491 would represent a significant and positive step toward holding the Chinese C*******t Party accountable for its subversive activities.

Support CCP T***snational Crime Group Bill H.R. 8491!
The People’s Republic of China (PRC) and the Chinese C*******t Party (CCP) are among the greatest foreign threats currently facing the United States. There is a bill pending in the U.S. House of Representatives that, if passed, would forcefully counter this danger.

On October 1, 2020, U.S. Representative Scott Perry (R-Pa.) introduced H.R. 8491, called the “Designating the Chinese C*******t Party as a T***snational Organized Crime Group Act.” In his press release, Perry named representatives Tim Burchett (R-Tenn.) and Scott DesJarlais (R-Tenn.) as co-sponsors.

As the bill name implies, H.R. 8491 would require the U.S. Attorney General to designate the CCP as a “t***snational organized crime group” (TOC), and it would require the Federal Bureau of Investigation’s (FBI) director to designate the party as “a top international criminal organization” (pages 7-8). The bill also removes foreign immunity to the CCP and prevents existing statutes of limitation from interfering with CCP racketeering prosecutions for up to fifteen years (pages 8-9). Furthermore, it gives the Justice Department clear directions for beginning the process of prosecuting the CCP for racketeering.

The outcome of all these provisions is that members of the CCP can be prosecuted in U.S. courts for crimes they commit and given the same status as members of MS-13 and similar criminal organizations.

Just as important as H.R. 8491’s provisions are its findings on CCP criminal activity and other destabilizing actions. In total, the bill makes twenty-six such findings (pages 2-7), including the party’s severe persecution of the Uyghurs, its f******l smuggling into the U.S., its economic espionage, and its various actions related to C****-** that facilitated the v***s’s spread around the world. By enacting H.R. 8491, Congress and President Trump would, by extension, recognize this malign activity and the CCP’s leading role in subverting the United States and its constitutional liberties.
