Public health decrees are not at all socialism, they are specifically designed to protect capitalism and the market from the p******c. It is never a crime to breathe air, and a mask in no way curtails breathing. A requirement to wear one is a matter of public health not different than requiring people to wear shoes or pants in public spaces. Using your logic it is fine to walk into a Denny’s and sit down bare ass at the counter and place an order, and to ticket or arrest someone who does so is somehow c*******tic. A fine for committing a misdemeanor is not a tax any more than a fine for shoplifting is a tax.
