Yes it has been rising under Trump. But you can't lie it started under Obama. Most of Congress was against President Trump when he started . Opposed him all the way But Trump still worked for the American people, building the economy and making America Great Again. Some members of Congress recognized Trump's progress and eventually worked with him.
