Russia passes bill's giving Crypto a place.

Not many on OPP give private currency a second thought, that's because the money is flowing in at the moment, but that will change and private securities will go the other way.
China mainly gave Crypto it's big leg up and now is its major benefactor, Russia really was not all that interested but now the bills passed by the Russian Parliament make it law that digital securities on a block chain are OK, if they are registered with the Central Bank of Russia as a property, and cannot be used to pay for goods or services, and the Parliament deemed it illegal to issue and trade Crypto on Russian-based infrastructure.
China too, although always promoting Crypto have at the moment disfunctional export restrictions because they want to beef up Crypto probably because China can cut it out overnight but the West can't.
Is that a smart move by Russia and China or not? I'm not all that clued up about it but it is important.
