The evil ones demonic are opposite us. (Did you ever consider that 'evil' is 'live' spelled backwards?) What seems like weakness to us, confounds, binds
and diminishes them.
Jesus teaches that the virtues of humility and obedience are weapons against which the evil one has no defense.
The state and federal governments have no significant control over the churches. Refer to the so-called "separation of church and state" that atheists like to trot out when it suits them. Ha! It works both ways!
My parish priest reminded us of that fact when the lock downs began. For the safety of the community we would freely choose to obey the health guidelines until further word from the bishop. And to drive home the point, the bishop of our diocese recently resumed, with precautions, the public offering of Holy Mass. Not by the permission of some elected government official, but by prayerful common sense.
So now the scattered Protestant (Evangelical) churches are beginning to likewise re-awaken. Some are early birds, some are sleeping in.
