Yes, Bush's wars were authorised by the gutless wonders in Congress. after Sept 11 they let him get away with murder. Mass murder, in fact.
It was BUSH, not Obama , who agreed to pull all US troops out of Iraq. (Status of Forces agreement ) Obama tried to negotiate with al-Maliki to keep 30,000 in Iraq. But he wanted them to be immune to Iraqi law, as Bush had decreed. Al-Maliki would not accept that. He wanted the right to try US troops if they were charged with rape or murder, as it is done in other countries where US troops are kept. rather than accept that, O pulled out.
I don't much *like* O , but don't blame him for Middle East craziness that has been going on for 100 years. Or 1300 years, if you count the Sunni-Shi'ite wars.
