The question is, why didn't Obama work to replace the stocks he was using? I don't believe Trump was aware of the shortages until he went to draw on the reserves. I don't expect the President to know the status of everything that is supposed to be in the stockpile. It's not as if the day he takes office, his predecessor hands him an inventory list of the stockpiles. Once the shortage was discovered, Trump took steps to replenish it. In weeks more ventilators were produced than were normally produced in a year. That was thanks to other manufacturers shutting down normal production, retooling and then building an entirely new product. If you have ever worked in manufacturing, then you would know what they did normally takes weeks or months to begin manufacturing much less roll out that much product.
