Is there a weapon? If there is ask the subject to put it down and give them a lollipop.
Press 15 for any other language than English.
Finally the dispatcher will advise you to remove all sharp objects from your pocket and kiss your ass goodbye.

Saw some blurb about 911 being disabled by robo calls in some places, don’t doubt for a minute it is possible.
I have raised enough hell high enough in Verizon to know they have no clue how to stop them, even if you are willing to pay more to stop them.
