This is absurd. Open everything. Any state that chooses to stay closed will have to cut government employees pay in half, both working or retired. It's easy to make decisions that don't affect you, they need some skin in the game.

And both states could increase their hospitalized population of C****-** patients BY A FACTOR OF TEN without unduly stressing their health care system. The reason to take the extraordinary, unprecedented and dangerous step of shutting down an entire nation was to ensure an infection rate lower than what could be accommodated by the health care system; that level has existed for 6 weeks.
