The question is how cops can stay on forces after multiple incidents of harassment. We have too many police departments that have too many bad cops that are involved with case after case of civil rights violations that result in lawsuits and settlements that cost departments millions of dollars...
I think the solution is that if a police union wants to defend behavior that results in big settlements for hundreds of thousands and even millions of dollars, they pay the settlements as part of their union dues and function, you see how quickly unions get rid of bad apples if they have to pay the liabilities on known bad cops.

I agree that the union should be, at least partially, responsible financially.
With more body cams available today, and the cost keeps going down, there is no excuse to turn the cam off or not wear one. Going out on the job without a body cam would be the equivalent of not carrying their weapon in today's world.
