With the USA's multiple enemies, each having proven that there's nothing they won't do to hurt us, the multiple protocols for biological attack ( both military and civilian ), one would think that we'd have gotten a clue somewhere along the way. We did not. Americans are overly fond of re-inventing the wheel in endless cycles.
