This bill was put in prior to Trump inauguration. Now, since January 31, 2020,Trump issued Proclamation 9984 (Suspension of Entry as Immigrants and Nonimmigrants of Persons Who Pose a Risk of T***smitting 2019 Novel C****av***s and Other Appropriate Measures To Address This Risk).
The H2B is just as you say, Temp agri and non- agri workers are brought in by the Farming industry for labor. The employment must be of a temporary nature for a limited period of time such as a one-time occurrence, seasonal need, peakload need or intermittent need.
With this OVID19 p******c, my assumption is: they will amend H2B to include a health exam of some sort.
