Maybe he was overextended on his workforce. And didn't get the idea to so masks until afterward.
Why is this a bad thing? They get a stimulus check plus unemployment plus another sub benefir on top of that.
He was giving them a ride.
Stay home collect unchallenged unemployment and get paid by the govt to do nothing for it.

When you add up the benefits, laying them off constitutes a raise for many of them.

From the stimulus package, businesses are allowed by the Federal government certain amount of loan as long as they hire back their workers. And they don't need to pay it back if they keep their workers.
