It make sense to open up quadrants of the u s. Low in death rates and cases to restore normality.

Parts of Australia South Africa and south America show very few cases and no deaths. Rural areas with very limited interaction.
So it stands to reason that rural states like Iowa or Idaho, which was what the President mentioned NOT the whole USA, might relax restrictions IF the case projections indicated it was safe.
