So the rest of us who play by the rules will have to pay more to cover the merchant's losses. You see an entire gang of young men, and sometimes women, swarm a store and take merchandise while the employees are helpless to do anything to stop it. CA finds another way to drive the middle class out of the state as well as driving business away. I don't buy much of anything except the necessities in CA because the sales tax is already too high. Merchants will have to keep everything under lock and key to prevent shoplifting. First show you can purchase an item and them an employee will retrieve it from the warehouse. Remember "Best" stores? In the 1970s to 1990s? They operated this way with a showroom and you purchased your product and then it came out of the warehouse a few minutes later for you to pick up after you had paid for it. I don't know what happened to them but these stores eventually disappeared. Bankrupt? Anyway, sort of the same model online businesses such as Amazon now use. It is easier to control shrinkage from employees than from customers.
