BREAKING NEWS: Russian Government Resigns As Putin Proposes Changes To The Constitution

Topline: The entire Russian government is abruptly resigning to make way for Russian President Vladimir Putin’s proposed changes to the constitution, Prime Minister Dmitry Medvedev said in an announcement on state television on Wednesday.

• Medvedev announced his and his government’s resignation just after Putin’s yearly address, in which the president proposed changes that would significantly shift Russia’s balance of power, according to RT.
• Putin wasted no time picking Medvedev’s successor, offering the post of prime minister to Mikhail Mishustin, head of the Russian tax service, hours later.
• The unexpected government shakeup comes right after Putin proposed a nationwide v**e on sweeping constitutional changes, which would primarily shift power away from his successor and instead to the parliament and a new prime minister, Reuters first reported.
• With only four years before Putin’s fourth term in office is due to end, under the existing constitution he would not be entitled to another term—and is subsequently looking to ensure his influence after 2024.
• Medvedev made the announcement on state TV while sitting next to Putin, who thanked him for his work. Medvedev will reportedly take on a new role as deputy head of Russia’s Security Council, which is chaired by Putin.
• Putin thanked the other members of government as well, while also adding that “not everything worked out.” He will reportedly meet with each member of the cabinet in the near future, and the outgoing government will stay on until a new cabinet is formed.

What to watch for: “The democratic value of these changes will most likely be played out by the Kremlin, but in reality it’s more of a shift toward a new style of government that will still very much be controlled by Putin and those around him,” says Stratfor global analyst Sim Tack. He adds that Medvedev is essentially being demoted and told to make way as Putin goes about forming a new government that will cement his legacy and make sure Russia’s policies continue. “We appear to be seeing the start of a shift from the personality-based rule of Putin toward a more systemic power structure,” Tack says.

Crucial quote: “After those amendments are adopted—and it was said that this is likely to be done, following discussion—there will be significant changes not only to a variety of constitution articles, but also to the balance of power, namely to the executive, legislative and judicial branches of power,” Medvedev said. “In this context, it is evident that we, as the government of the Russian Federation, should provide our country’s president with an opportunity to take all the necessary decisions in these conditions. I believe it right for the government of the Russian Federation to step down in conformity with Article 117 of Russia’s Constitution,” the outgoing prime minister added.

“For my part, I also want to thank you for everything that was done at this stage of our joint work; I want to express satisfaction with the results that have been achieved,” Putin told a meeting of ministers, according to Russian news agency TASS.

Key background: A close Putin ally, Medvedev has been prime minister for several years, and had previously served as president from 2008 to 2012. Before Mishustin was offered the post of prime minister—mere hours after Medvedev’s resignation, the most likely candidates included Moscow Mayor Sergei Sobyanin, economy minister Maxim Oreshkin and energy minister Alexander Novak, according to Reuters.

Crucial statistic: The U.S. dollar rose against the ruble following the news, up by 0.4% on the Russian currency so far today.

The changes were strengthening a position he doesn't occupy; also the parliament.
