The E******ns of President and Vice-President Amendment

When the P**********l and Vice-P**********l E*******l College was created, it was considered the State appointed E*****rates would reflect the State's wishes without having to state that within the Constitution.

However, over the 200-plus years of P**********l and Vice-P**********l E******ns, there has been numerous times when the appointed E*****rates cast their v**e for someone their State didn't v**e for. In 2016 alone, Hillary Clinton had 5 of her won E*****rates v**e for someone else, and Donald Trump had 2 of his E*****rates v**e for someone else.

This shows:

There needs to be an Amendment modifying Article 2 Section 1 Clauses 2 and 3, and the 12th Amendment as follows:

Each Individual State shall have a Number of E*******l V**es for both President and Vice-President equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress. The Federal Capital shall have a Number of E*******l V**es for both President and Vice-President equal to the Number of Senators and Representatives they would have if a State.

By the First of December of the e******n year, the Individual States and the Federal Capital will record, certify, and submit to the President of the Senate their own people's choices, and only their own people's choices, for President and Vice-President. The President of the Senate, in the presence of the full House of Representatives and Full Senate, open the certified results of each Individual State's and the Federal Capital's v**es, and count them.

If a candidate gains a majority of State E*******l V**es recorded for President, they shall be President. However, if no one gains a majority of State E*******l V**es recorded for President, the House of Representatives and one person representing the Federal Capital will have the responsibility to elect the President from only the 2 candidates with the most State E*******l V**es. Each Individual State must have at last one of its House Members present, and each Individual State's Full Representation will have only one v**e, and the Federal Capital will have only one v**e, and a majority of All the States' and Federal Capital's V**es will be needed to win the Presidency.

If a candidate gains a majority of State E*******l V**es recorded for Vice-President, they shall be Vice-President. However, if no one gains a majority of State E*******l V**es recorded for Vice-President, the Senate and one person representing the Federal Capital will have the responsibility to elect the Vice-President from only the 2 candidates with the most State E*******l V**es. Each Individual State must have at last one of its Senators present, and each Individual State's Full Representation will have only one v**e, and the Federal Capital will have only one v**e, and a majority of All the States' and Federal Capital's V**es will be needed to win the Vice-Presidency.

The E*******l College is a valid compromise between the large populated States and the small populated States in Electing Our President and Vice-President... The above Amendment solely puts the E*******l College Process in the States' and Federal Capital's V**ers hands...

Because then only four states...California, New York, Florida and Illinois would control the outcome of the p**********l e******n. The rest of the country wouldn't matter. That's the beauty of the e*******l college and the reason that our wise forefathers instituted it.

Lonewolf...

In 1776, the 13 Colonies declared "The United States" with each Colony having a large measure of Sovereignty...

In 1787, the 13 Sovereign States had one v**e each in creating the Constitution, and thus establishing Our form of Republic...

They first established a Congress, with 2 Houses, the House of Representatives who would reflect the Citizens of the more populated States, and the Senate who would reflect an equal number of v**es to allow the less populated States an equal voice...

When establishing the Executive Branch, the larger populated States wanted the President and Vice-President to be elected by an overall Populous V**e which would favor them, and the smaller populated States wanted the President and Vice-President to be elected by One V**e per State which would favor the more numerous smaller populated States... So, they c*********d on the President and Vice-President to be elected by the full Congressional Representation of each State with a majority v**e being needed to win the Offices...

Now consider this alternative:

A Candidate must win the Overall Popular V**e and win in a Majority of States... This will allow both the larger populated States and the smaller populated States to have a strong voice in Electing Our President and Vice-President... With no clear-cut winner, the Congress decides... How's that?!?
