Article I, Section 8, Clause 11 of the U.S. Constitution, sometimes referred to as the War Powers Clause, vests in the Congress the power to declare war, in the following wording: ... To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water ...

In Jefferson time and the time of writing the constitution letters of marque and Reprisal were used to employ “privateers” and mercenaries. The congress has to authorize the use of Mercenary soldiers. Our Navy is large enough now that we do not have to use “pirates” i.e. privateers to fight our sea battles

Bravo! I certainly agree with those sentiments. Thank God we finally have a POTUS who does not bow and scrape at the feet of other world leaders, and who does not load up pallet after pallet of the world's currencies to deliver to depots in an effort to bribe them into "good behavior." I am confused because I may have misread you statement. It appears that you say how great Trump is, but do not want anyone like him again.
I believe that he has done a great job in not only fighting our foreign enemies, but having the other side of the aisle joining our international enemies.
