Actually, the House's responsibility has 3 phases: 1, initiation of the impeachment process; (2) Judiciary Committee investigation, hearings, and markup of articles of impeachment; and (3) full House consideration of the articles of impeachment. In the case of President Trump, the House repeated phase 1 on an almost monthly timeline starting before he was sworn in. Phase 2 was incomplete as they did not question or interview anyone who disagreed or promoted a notion that the "phone call" was misunderstood or incorrectly surmised by the Democrats. This would have REQUIRED Schitt to allow witnesses called by Republicans. And phase 3 requires all available information, both pro and con, to be examined and weighted.
