Here are the protocols before releasing aids to foreign countries.
1. Verify the honesty, integrity and reliability of the officials in charged.
2. Verify prior reputation of the country given aid. Ukraine was corrupt country during the Obama administration, in 2016 and earlier. Both countries had engaged in corruption. That was why their president was replaced by Zelensky.
3. Ensure that the aid given inures to the benefit of the people or provide national security to defend aggression from other countries.
4. Compliance and commitment is required. Agreement must be signed and approved by both countries, the US and Ukraine, before any undertaking is applied.
5. This processes are essential policies that must be carried out.
6. Failure to doing them is dereliction of duties.

You ignorant people think that you just dump our aid or money to Ukraine without any expectations of positive results. Because you people are ignorant of processes, procedures, and implementation.

President Trump did all his works and must be commended instead of impeached by ignorant people. I am an auditor and these are essential requirements. Failure to following them, I will recommend for prosecution, or dismissal from duties.
