What he said was that powerful men can assault women, make nasty comments and be crude and get away with it. He did not say that he did so or that he approved of that behavior, just that the rich and powerful can get away with it.
After seeing the movie "Titanic", I became acutely aware of how similar the morality of the upper and lower classes is. While the rich were partying with expensive brandy and cigars, the steerage passengers were doing the same with cheap beer and cigarettes. While little was seen of the second class passengers, it is safe to say that they were tucked in for the night. While sexual harrassment of women cuts across all social classes, both the rich and poor are more likely to get away with it, than middle class males. Rich and powerful men feel they are above the law, and often are able to use there wealth and power to buy or bully their way out of trouble. In the case of the underclass, they often seem to be "below" the law, and get away with it partly because it is "expected" of them, and poor women tend to lack the support systems and assertiveness needed to go after rapists and assaulters.
