Don’t worry we spend far more money dropping bombs on foreigners than we do feeding their poor or aiding development. Less than 2% of discretionary budget is spent on all of the state department including foreign aid.

We can't quit. We have pacts with several nations that require joint ventures, and thus, joint funding. Besides, if we did that, China and Russia would move into the void we left behind.
