If the president is the sole author foreign policy, how can he violate it?

As I understand it, quid pro quo, according to her, is illegal. Was it illegal when quid pro quo Joe Biden and the Obama administration utilized it?

I believe Ms. Hill was OK with Obama only sending blankets and band aids to the Ukraine but said Trump gave the Ukrainians the Javelin missiles which was more than Obama ever done. Obama was too conscience of not interfering with Putin.
