He will proably raise many points of order, but be allowed to speak. I have been parliamentarians of many organizations and the one in charge of the meeting must recognize it.
By ignoring it he has brought his "infinate intelligence" and tried to proclaim new laws. I would compare to a surgeon who when doing doing surgery for a circumcision decides to resection the colon.
