Now here's the interesting thing, a number of specific things should be being turned over to the DOJ for investigation and prosecution where appropriate... but congress knows that anything turned over to Barr will be dead on arrival, he can sit on anything till the cows come home and say he's looking into it.

The DOJ should be all over Giuliani, other prosecutors are. The DOJ should be all over the executive refusing to turn over documents or let administration people talk. We are soon going to be hearing about the need for a special investigator like Mueller, but since the investigation is about Trump and his administration, including Barr's obstruction of the whistleblower report, how does that work? Trump obviously cant pick the person that would act in a non partisan way....
