Trump was required by law (passed under a previous administration) to inquire and delay aid to be sure there was no corruption. The Ukrainians did not know of the delay and did not either conduct an investigation nor agree to conduct an investigation prior to the aid being released. Biden, on television, admitted that he told the Ukraine to fire the prosecutor that was investigating Burisma or else he would not give them the money promised them. The Ukraine fired the prosecutor and he released the funds. That is a textbook example of a quid pro quo.
