Now as for Trump, it seems the best anyone can come up with is 'it seemed that way" or "I understood it to be" or "I assumed to to be." Definitely not clear.
Now, Ukraine definitely got the billions and Shokin was fired. But if Trump was holding back on military assistance and now Ukraine has that assistance, what did Trump get in return????
