I don't know if you've heard they think they've found a solution. Ship the homeless to other cities, other states. For instance one wakes up in Hawaii. Illegal? Damn right. Can they sue? Technically yes. Practically, no money so no.

I just thought of a way those homeless can sue even with no money. The ACLU takes cases pro bono all the time.

Empty out the UN building, take their visas and send them all back home.
THE UN building would hold a LOT of homeless people and it would be
put to better use.
