That was Obama's JV Team. Obama removed the US Security Forces in Iraq untimely in 2011. Iraq was not prepared yet to be independent because of various Iran's threat. President Bush made sure that before leaving Iraq they are fully prepared to defend itself.
In 2012 while ISIS was starting to grow, a US commander asked president Trump to contain ISIS, but Obama refused and called ISIS just a JV Team.

ISIS in 2012, raided Iraq after US Forces left, took all the US military assets including 6000 Humvees, Iraq's banking system, and oil reserves, which made ISIS very powerful, became a monster team.
