Obama mothballed several very serviceable aircraft carriers. Our military were constantly required to cannibalize parts from one aircraft to repair another aircraft reducing the number of serviceable aircraft. Remember Obama's sequestration? He reduced military strength to pre WWII numbers. Do you recall when visiting the Middle East Obama insisted Marines were not allowed to bring weapons into the venue where he was giving a pep talk? 60% of the USMEC held him in disdain. Obama, at one of these pep rallies promised the troops he would get them the equipment they needed. He never did! Obama took away combat pay from our troops unless they were actually engaging enemies.?
In his memoir, former Defense Secretary Robert Gates blasted Obama as a leader "who doesn’t believe in his own strategy" and said his plans in Iraq and Afghanistan were "all about getting out." He also accused Obama of distrusting senior military leaders, and treating them as potential adversaries.
Retired Marine Corps Gen. James Mattis, head of U.S. Central Command under Obama and Trump’s nominee to serve as defense secretary, last fall called Obama’s anti-ISIS strategy "unguided by a sustained policy or sound strategy, replete with half-measures."
While overseeing U.S. operations in Afghanistan in 2010, Army Gen. Stanley McChrystal was effectively fired by Obama after reports of their fights over military strategy were made public. In 2014, Army Lt. Gen. Michael Flynn, was dismissed as director of the Defense Intelligence Agency over his criticism of Obama’s soft approach to Islamic terrorism.
The biggest impact of Obama’s tenure may be felt by those serving in the ranks, and how dramatically that population has changed in recent years. Since 2009, White House-led changes have allowed gay troops to serve openly for the first time, women to serve in combat posts, same-sex couples to receive military benefits, and t*********r service members to announce their presence in the ranks.

In 1973, an irate Congress passed the War Powers Act in response to President Lyndon Johnson and President Richard Nixon’s prosecution of the war in Vietnam without a congressional declaration. Under the War Powers Act, the president has 90 days after introducing troops into hostilities to obtain congressional approval of that action. It looks good on paper, but presidents have generally ignored the War Powers Act, citing Article II, Section 2 as their authority to send soldiers into combat.
Today, Congress met to discuss legislation to authorize the use of force under the War Powers Act. While lawmakers are still working out the language, the proposed measure will be a modified use-of-force resolution, modeled on the resolution used in 1991 to authorize action by President George Bush against Iraq prior to the Gulf War. That resolution authorized the president to “use armed forces pursuant to the UN Security Council’s resolutions passed in response to Iraq’s invasion of Kuwait.” The resolution (HR-77) went out of its way not to be a declaration of war. In fact, other than saying this constitutes authorization under the War Powers Act, it never used the word war at all. It did cite a U.N. resolution seeking to “restore international peace and security in that area,” so it was only a declaration of war if you can assume that the opposite of peace is sort of war.

-To require all appropriate elements of the financial services industry to report potential money laundering;
-To strengthen measures to prevent use of the U.S. financial system for personal gain by corrupt foreign officials and facilitate repatriation of stolen assets to the citizens of countries to whom such assets belong.
I like the last one, it basically exonerates Trump, "in a way".
