In the first place, the aide was withheld months before the phone call. In the second, foreign military aide was frozen across the board in Europe, not singling out Ukraine. That is not to say whether or not it was a good idea to freeze foreign military aid. But simply that it wasn't specifically Ukraine aid which was withheld.
