When Barr says the DOJ looked at something and there is nothing to charge it means exactly nothing.

Now the question is were there violations, not whether he would charge anything.

The DOJ can't charge anything by DOJ rules that Barr is adhering to, but that doesn't mean it's Barr's position to exonerate on the grounds that he can't charge anything. The trump white house has said in legal briefs that as far as they are concerned Trump can't even be investigated while he is a president. Barr is carrying that water when he shuts down congress in their efforts to investigate.

The conversation "transcripts" state several aspects that cross a legal threshold of ethics and campaign violations. Trump was acting in a personal capacity. His inquiries were not done through official channels in any way, nor did he block military aid through any open and formal process anyone in the state department or pentagon could see.

Barr seeing nothing to charge has nothing to do with congress seeing reasons to impeach, and it is not the job of the FOJ to act as Trump's defense attorney.
