The Trump administration is upset with CA for proceeding with it's own vehicle emissions rules after the EPA reversed Obama era rules. How are they going to punish them? By withholding Federal highway funds..................because their air quality is the worst in the Nation. 
I didn't know that the EPA managed highway funds, in addition........................wouldn't stricter vehicle emission standards go a long way toward cleaning up the air?
Trump withholds Ukraine aid money........................to protest Europe withholding Ukraine aid money.
