The issue isn't really about the specific complaint...which we know nothing about. The issue is about a lawless administration. The whistleblower law of 1998 says that whistleblowers SHALL have access to Congressional committees to address their concerns if the Inspector General of the Intelligence Community determines an urgent matter has occurred. He determined that such a matter occurred and is now being blocked by the Administration from fulfilling his official duties.
Once again, the Trump Administration has determined that the laws do not apply to them. That is the crux of this matter.
