Got that one wrong, wolf. It is the executive branch that classifies and declassifies information, not the legislative branch.

I think you are referring to the intelligence committees of congress; the intelligence community, part of the executive branch, already has the transcripts.

Oversight means just what the word is defined as, it does not mean listening-in privileges when the President has a confidential conversation with the leader of a foreign country. The intelligence committees of congress have zero right to transcripts of the President's private conversations with foreign leaders although they do have a right to see the gist of a serious whistle-blower complaint from the intelligence community.
