There 10 'faithless e*****rs' in 2016 costing Hillary 5 v**es and trump 2 v**es, as some e*****rs chose to 'v**e their conscience' against the winner of the popular v**e in their state.
And there is greater chance that this will happen in 2020, given the huge political divide since trump got into office.
And there isn't a penalty for being 'faithless' except they probably won't get picked by their party again.

The se******n of e*****rs is left up to the states, so the only way to do this is for the states to establish a procedure to prevent 'unfaithful' e*****rs.
