Focusing on the tool being misused rather then the person doing the misusing, will inevitably lead to more misuse. I caught my Grand Son using my framing hammer on a bent piece of steel. I could have locked up all my hammers, or I could educate ( re-educate actually ) the boy on using the proper tool for the job. It turns out he knew he was using the wrong hammer, but couldn't find the correct hammer quickly enough to suit him.
Discussing the pros and cons of "gun control" efforts is focusing on the tool, not the behavior causing that tool's misuse. Does that mean that I think we shouldn't do anything about firearm availability? No, it means I think that focusing on the tool alone is self defeating. Much more effort needs to be directed at the behavior causing the misuse.
In the majority of mass shootings, the weapons were obtained legally and the shooters would have passed background checks. That means that arguing over background checks is a waste of time. What causes Americans to reach for a weapon whenever they're angry, frustrated, or want to make a point? We cannot simply claim that mass murderers are mentally ill, because very few of them are actually mentally ill. There has to be another reason.
We will never discover the reasons for our violence epidemic, if we focus on the tools and not the people using them.

As for mass shootings. I have seen that most shootings are by hand guns not semiautomatic weapons in the hands of people that are not sane or are criminals.
