I always rented apartments when I lived in Nawlins, and had the luck of knowing people back then, so apartments I had in the Fauborg Marigny and the lower Garden District also included utilities in the rent. Not so, however, in the Quarter.
Today, though, with the influx of "left leaning" millennials, I can only imagine that things are going up all over the state.
They ought to wall off California and move 'em all there into one place and let 'em tax themselves into "liberal" heaven.
