I don't think Hillary is anything but a follower, there is a club, a Secret Society that they all take orders from, Henery Kissinger said it all when Trump got elected in 2016, Kissinger said the President *can only go so far*, - thereby implying democrasy is de jure rule and Kissinger's "agreement club" is the de facto rulers.
