We have seen it work in several Charter Schools on a micro-scale but the democrats need the teachers union in order to retain their power over poor minorities by teaching them to blame white people, western civilization, or a system steeped in institutional r****m. Once you have them convinced they are victims, the Democrats will play identity politics with each group pitting them against each other.
He should take a page from the Obama playbook: "If you like your teacher or your school you can keep your teacher or your school."
That would shake things up.
