It is not a special counsel's job to declare anybody guilty or not guilty. It is his job to determine whether or not there is sufficient evidence to warrant criminal charges, then to send a recommendation to the appropriate prosecutorial authority.

Since only a complete i***t could possibly believe Mueller & Co's "mission" wasn't specifically to find that evidence against President Trump, the fact that he couldn't and didn't should be "end of story."

Mueller added a caveat that was not "within his purview" to add, that of being unable to exonerate the president, blah, blah... The only reason that was added was essentially for lip service to the Democrats he had "let down," also to allow them a glimmer of hope that there were still avenues they could pursue.

Also, he could have submitted that report months earlier but he intentionally waited until after the midterm e******ns to give the Democratic Party an edge -- hence, they won the House majority based largely on the false premise that intense revelations condemning the POTUS would be part and parcel of his report.

Had there not been obvious political factors involved, Mueller's little "caveats" would have been branded by any neutral prosecutor or investigator as shoddy workmanship.

I find it very difficult to credit anyone who can't see the above for what it is as possessing even an iota of intelligence, unless he or she is simply blinded by left wing political partisanship or, of course, malignant Trump Derangement Syndrome.
