Do you guys know why Japanese Premier went to Iran? Read why he made the trip to a nation with runaway inflation, primarily caused by sanctions. Do you know Japan was a major buyer of Iranian sweet?
Now put yourself in the position of Iran. They were given tons of stuff by Obama and other world leaders in an attempt to keep them from being the #1 sponsor of terrorism. By the way, that approach did not work.
The western world paid for their war efforts-now gone. They were conditioned for years- 1979- to start with, to threaten to get their way.
So Aba (Japan) shows up to attempt to get them to talk to USA (Iran sees them as a puppet to USA) and they give verbal message of no way we will talk to USA. Iran says, we will use our secret weapons to destroy the USA. And then, that night, they throw mines at Japan's tankers. Just what a child does when someone tries to stop them from doing some bad things.
Then they see one mine stuck to tanker, but did not blow up and they send a fast boat from their navy to detach it in an effort to not leave real evidence of their war efforts/intimidation tactic. Exactly the same behavior they have used to get their way since 1979.
Thus, USA goes back to work to get our allies to stop buying crude and support sanctions 100%. That is why our Energy Secretary is over seas developing the supply chains for our NG and other energy products which will make it easy for all to comply.
Thus, through sanction strength and 100% compliance to sanctions, Iran has 2 choices. Talk or suffer. No more money to wage their war efforts. Proof of that is they have pulled out of all areas except maybe one in their terrorists efforts.
Trump is the first president in modern history to utilize M.E.R.P.S tactics that are fully implemented. That is Military, Economics, Religious freedoms, Political and Social pressures to get them to comply with some basic world behaviors of being a good neighbor.
When that happens the Iranian leaders and their people will suffer. That generally leads to revolt of the suffering people if gov't does not change. That is called peace through strength with no war. However, that does not mean that war is off the table.
