You DID hear it wrong. Mueller's bizarre way of writing makes it clear that he wants to be perceived by both sides as neutral, but this is where he truly comes from, "I found no evidence that Trump did not obstruct the investigation." That flips the laws upside down, which is what he wanted. His motivations are unclear.

He has no evidence to proceed against Trump for obstruction, but he wants to give the Democrats a carefully worded loophole to try and pursue impeachment if the want to follow that trail. This is his way of getting at Trump while lacking the evidence to do so himself. That is why he does not want to answer tough questions.

It is known he was brought in to diffuse the dems framing of Trump and now he’s shucken and jiven considering both parties are pissed at him..

What was said was there was no link found between trump and Russian collusion but there was widespread Russian interference in our e******n. Dispute that.
